Mr. Kaufman is the Executive Director of Community Relations and Emergency Management for the Bloomington (MN) Public Schools. Rick formerly served as the Executive Director of Public Engagement and Communications for Jeffco Public Schools, Colorado's largest school system, from 1998-2006. He's held similar positions with two school systems in Wisconsin, and as a special consultant to the Wisconsin Department of Public Instruction.
Mr. Kaufman is a nationally respected consultant and trainer on crisis management and communications, having worked in schools and emergency management for nearly 25 years.
Mr. Kaufman developed what is considered to be the first full-scale crisis scenario in a school (e.g. active shooter drill) in 1996 as part of the development of a new emergency response plan.
In April 1999, Mr. Kaufman led the Crisis Response Team to the Columbine High School shooting tragedy in Littleton, CO. Among the first to arrive on scene, Rick provided emergency care and triage before assuming management for all aspects of the communications, media relations and crisis response program.
For the past 17 years, Mr. Kaufman has worked with law enforcement and emergency planning agencies, universities, and school systems throughout the U.S. to improve safety and security measures and response. He provided counsel to the New York Education Commission and New York City Schools following the terrorist attacks in September, 2001; the U.S. Bureau of Prisons for the Timothy McVeigh execution; and the U.S. Department of Education, the Los Angeles Office of the FBI, the Association of State Colleges & Universities, and the Wisconsin Health and Hospital Association. He also served a 35-day assignment as Field Coordinator for the FEMA Public Information Officers as part of the National Response to Hurricane Katrina and Hurricane Rita in New Orleans and Baton Rouge, LA.
Mr. Kaufman is the author of the Complete Crisis Communication and Management Manual (NSPRA, 2016, 4th Edition), and served as a content expert/participant at the Wisconsin School Safety Summit, and panelist on U.S. Senator Al Franken's School Safety Summit.
Mr. Kaufman holds a BS degree from the University of Wisconsin-Stevens Point, and is accredited by the Public Relations Society of America.
