Paul Willingham is the Chief of Police at Lone Star College System Police Department. His agency is responsible for law enforcement services for over 105,000 students and staff on six campuses and 13 branch campuses throughout Harris and Montgomery counties in the Greater Houston Area. Prior to his appointment at Lone Star College in August 2015, Paul served as the Chief of Police at the University of Houston-Clear Lake Police Department from 2007 – 2015. He led the department to its initial CALEA law enforcement accreditation and subsequent reaccreditation. Paul began his career at the University of Texas at Houston Police Department in 1991. With the University of Texas, Paul served as Accreditation Manager, Patrol District Commander, Communications and Technology Commander, and in Planning and Research. Paul holds a Bachelor's Degree in Administration of Criminal Justice and a Masters Degree in Criminology. He is a graduate of the 40th class of the Law Enforcement Management Institute of Texas. Paul has been a CALEA assessor since 2001and remains active in assisting other agencies with the accreditation process.
